3. Promotion and Recruitment Plan
3-1. Objectives
◦ Gyeongkuk National University’s Department of Educational Technology sets the following objectives to attract excellent applicants for the “2026 GKS Global Network Scholarship Program”:
Recruit global talents interested in the broad field of Educational Technology, including generative artificial intelligence, educational media, instructional design, educational evaluation, and HRD.
Provide expanded information so applicants from diverse international backgrounds can fully understand the department’s curriculum and research environment.
Increase the conversion rate from inquiries to actual application submissions.
Identify candidates with a high likelihood of successful academic adjustment after selection and minimize the risk of attrition.
◦These objectives reflect the intent of the university’s autonomous selection system, which requires recruitment units to incorporate their unique characteristics.
3-3. Department-Specific Promotion Direction (Educational Technology)
◦ Because Educational Technology is an interdisciplinary field not limited to a single technology or method, promotional messages will emphasize broad academic directions:
Cover multiple sub-tracks such as Instructional Design, Educational Media, Human Resource Development (HRD), Learning Sciences, and Educational Data Analytics.
Inform applicants that, after admission, they may freely choose research areas aligned with their interests and professional background.
Provide accurate information so applicants understand the program’s mixed-language curriculum (Korean and English courses in parallel).
Provide applicant-friendly FAQ-style information on language requirements, required documents, and degree completion requirements.
3-4. Promotion Channels
◦ Build an English webpage dedicated to the GKS Global Network Program on the department website.
◦ Provide ongoing information on curriculum, faculty research areas, admissions procedures, and document preparation guidance.
◦ Operate a Q&A board to continuously manage inquiries from prospective applicants.
3-5. Educational Technology Student Ambassador System
◦ Appoint current GKS scholarship students as country-based ambassadors (e.g., Myanmar, Iran, Indonesia, Kenya).
◦ Ambassadors support major-related counseling for prospective applicants.
◦ Produce “student stories” as fixed website content based on actual study experiences to enhance credibility.
◦ Provide information on a buddy program at the inquiry stage to promote enrollment conversion.
◦ If a strong applicant wishes, provide opportunities to join collaborative research under faculty supervision.
3-6. Student Recruitment Plan for the Allocated Quota
◦ Based on the final allocated quota confirmed after approval of the selection plan, the department will promote recruitment under the following principles:
Considering the interdisciplinary nature of the program (theory learning, practice, and research in parallel), set recruitment goals by comprehensively reflecting major fit, language ability, and research readiness.
Based on experience operating a mixed-language program, manage baseline recruitment goals of at least 2 master’s students.
For new applicant countries, endeavor to recruit at least one additional qualified candidate within the range of excellent applicants who meet departmental criteria.
4. Eligibility
4-1. Eligibility (Common to All Applicants)
The following are minimum mandatory eligibility criteria for all master’s.
Nationality
Applicants must hold foreign citizenship.
Both parents (or legal guardians) must hold foreign citizenship.
Applicants are ineligible if the applicant or parents hold dual citizenship including Korean nationality.
If the applicant has ever renounced or lost Korean nationality, they must submit official documentation issued by the Korean government proving such fact.
Age
Only applicants under 40 years old (as of the selection year) may apply.
Academic Background
Master’s applicants must hold at least a bachelor’s degree.
Applicants who completed special forms of programs in Korea (e.g., night classes, seasonal classes, distance learning) are not eligible to be invited.
Academic Performance
Applicants must meet one of the following:
An overall average of at least 80% across all semesters in the previous program; or-
Meet the required GPA/CGPA standard.
The transcript must include CGPA or class rank; if not stated, the applicant may be disadvantaged.
Health
Applicants must be physically and mentally healthy enough to pursue long-term study in Korea.

4-2. Additional Eligibility for the Master’s Program (Educational Technology)
As the master’s program is a mixed-language (Korean + English) theory-and-practice program, the following additional criteria apply.
Language
Applicants must meet at least one of the following at the nomination stage:
Korean proficiency: TOPIK Level 3 or higher (submit score report), or
English proficiency: an official test score meeting the minimum requirement
- Master’s: TOEFL iBT 70 / IELTS 5.5 or higher
However, for the language requirement not met, conditional eligibility may be granted only to applicants who agree to an improvement plan to be completed within the first semester after admission.
Major Fit
Applicants must satisfy at least one of the following:
A1: Undergraduate/graduate major in Educational Technology or Education-related fields
A2: Even if the major is not closely related, completion of relevant coursework such as instructional design, educational evaluation, educational statistics, etc.
A3: At least 2 years of documented work experience in education (portfolio submission required)

5-2. Submission Method
Basic Submission
In principle, all documents must be submitted as original documents.
Send to the designated university address via international courier (EMS, DHL, etc.).
Write “GKS Global Network – Educational Technology” on the outside of the envelope.
Arrange documents according to the department/university checklist order.
Online Submission (Linked Process)
Online application through the “Study in Korea” system will be conducted in parallel for initial submission/receipt confirmation.
Final evaluation is based on the original documents received by the department/university.
Additional Documents
Any additional documents requested by the department should be submitted directly to the Department of Educational Technology office.
Submission can be handled via email or additional original mail.
Additional documents may be used as supplementary evidence for evaluation elements.

6. Selection Method and Evaluation Criteria
6-1. Procedure
Conduct an initial check of submitted applications and documents.
Review basic eligibility (nationality, age, academic background, academic performance, etc.) using a gate keeping approach.
Conduct departmental document review for applicants who pass the basic requirements.
Conduct an oral interview for those who pass document review.
Determine final ranking by combining document review and interview results.
Report the selection results (including the list of nominees) to the National Institute for International Education (NIIED).
After NIIED review and approval, final results are announced in late June.
6-2. Evaluation Methods (Considering Mixed-Language Operation)
Document Review
Evaluate application form, study plan, transcript, and recommendation letter.
Conduct a qualitative review of major fit and feasibility of academic success.
Oral Interview
Evaluate communication skills in English or Korean and logical thinking.
Confirm research interest areas and feasibility of matching with the department’s supervision environment.
If necessary, online interviews may be conducted for overseas applicants.
6-3. Committee Composition
The departmental evaluation committee consists of at least three faculty members in the major.
External education experts with substantial international education experience may be partially included.
Conflict-of-interest review procedures are applied to ensure fairness.
6-4. Evaluation Criteria
Major Fit
Relevance of prior major/courses and whether the proposed topic falls within Educational Technology.
Research Capability
Quality of research problem, method, and interpretation (for thesis holders); experience in data analysis, research methods coursework, and academic writing.
Probability of Successful Study in a Mixed-Language Program
Meeting at least one language requirement (English or Korean), feasibility of the language improvement plan for the unmet language, ability to understand major courses and connect to discussion and thesis writing (checked in the interview).
Self-Directed Academic Competence
Goal management, strategy regulation, evidence of self-directed learning experience, and willingness to pursue Educational Technology projects.
Research Ethics
Plagiarism checks on study plan and writing samples; exclusion in cases of suspected falsified documents or ghostwriting; required commitment to the research ethics pledge.
Additional Preference Factors
Conference presentations in Educational Technology
Participation in research projects related to artificial intelligence or educational technology
Portfolio of digital learning content design and development
Experience in international collaborative research
6-5. Final Decision Rules
Determine candidate ranking by summing document review and interview scores.
In case of ties, apply the following order:
Higher official language test score
Higher CGPA
Higher total interview score
Higher document review score
Final nominees must satisfy both supervision availability and curricular fit as confirmed by the department.
